The founding team of RLTBIO is led by Professor Ji Shengli, who serves as Chairman of the company and is a prominent figure in the global biopharmaceutical industry. Professor Ji Shengli is a leading authority in China on polysaccharide and polypeptide-based biochemical drugs. His distinguished achievements include receiving nine provincial, ministerial, and municipal Science and Technology Progress Awards. Recognitions such as Mount Taishan Industrial Leading Talent (Shandong Province), the Zhang Tianmin Award for Outstanding Contribution to Glycoside Drugs, and selection as an Innovation and Entrepreneurship Leading Talent under the "Giant Plan" further highlight his stature.

Professor Ji holds the title of Distinguished Professor at the Shandong University School of Pharmacy and is recognized as a high-level talent in the Weihai Science and Technology Development Plan. He also holds key leadership positions, including Vice Chairman of the Expert Committee of the China Biochemical Pharmaceutical Industry Association and Vice Chairman of the Industrial Chemistry and Molecular Biology Branch of the Chinese Society of Biochemistry and Molecular Biology.

Under his leadership, RLTBIO has successfully developed a range of polypeptide and polysaccharide drugs, including heparin, enoxaparin sodium, dalteparin sodium, and nadroparin calcium. Notably, a novel Class 1.1 polypeptide drug for the long-term treatment of diabetes, developed under his guidance, is currently in Phase III clinical trials. His prolific output includes nearly 40 patents granted in recent years, eight authored or co-authored books, and the publication of more than 70 academic papers.
